Priorities of home and foreign policy of Turkmenistan reviewed at the session of the Government

President Gurbanguly Berdimuhamedov held regular video conference session of the Cabinet of Ministers where current objectives of the country’s development and some draft documents have been reviewed.

Coming to the points of the agenda, the Head of the State called Deputy Chairman of the Cabinet of Ministers G. Mushshikov who reported on activity of the establishments of the sphere under his supervision, measures for support of development of non-government sector.

In particular, the Vice-premier reported on work for expansion of cooperation with competent economic structures including the OPEC Fund for International Development.

According to the agreements with this organization, 10 million US dollars will be invested for these purposes. Control of targeted use of investments is planned to assign to the State Bank for Foreign Economic Affairs.

Having presented the Draft Resolution on financing of the projects, which are carried out by legal entities and individuals to the President of Turkmenistan for review, the Vice-premier noted that work in this sphere is to support increment of production volumes and enhancement of export potential of local business.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted that comprehensive support of development of private sector, which representatives not only satisfy internal requirements but also expands the geography of supplies of local production to the world markets, is one of the main aspects of social and economic strategy.

Favourable legal, economic, financial and social conditions have been made in the country today for efficient and dynamic development of this sector of national economy, the Head of the State noted. This is proven by improvement of tax system, facilitation of export and import operations, beneficial taxation and crediting.

The President continued that recently, special attention has been paid to strengthening of economic development, expansion of international relations with leading financial institutes, developed states, world famous companies, which have advanced practice and innovative technologies. In this regard, importance of use of potential of these structures during implementation of big investment projects in different spheres has been noted.

Having signed the Resolution on financing of the projects, which are carried by legal entities and individual entrepreneurs, President Gurbanguly Berdimuhamedov sent it to the Vice-premier by electronic document management system, having addressed number of specific assignments.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal agricultural works in the velayats.

Draft document, according to which the Ministry of Agriculture and Natural Protection would enter into contracts with foreign companies on procurement of vaccines, cleaning and diagnostic material and equipment for livestock farming, has been presented to President Gurbanguly Berdimuhamedov for review.

Summing up the report, the Head of the State gave assignments to the Vice-premier for implementation of the programme of development of agricultural industry and reforms in agrarian sector.

President Gurbanguly Berdimuhamedov signed relative Resolution and sent to the Vice-premier by electronic document management system.

Deputy Chairman of the Cabinet of Ministers M. Meredov reported on International Conference “TAPI – Gas line of peace and cooperation” and international forum for attraction of foreign investments to oil and gas industry of Turkmenistan, which are planned to be held in Dubai (UAE) on February 24 – 25 this year.

Representatives of big world oil and gas companies, financial structures, scientific and research institutes and international organizations will take part in the events together with members of Turkmen delegation.

The agenda of the forum includes such subjects as the role of Turkmenistan – Afghanistan – Pakistan – India gas line in provision of peace and cooperation in region, perspectives of development of petrochemical industry in the country, attraction of investments to the projects of development of offshore blocks of Turkmen part of Caspian Sea, new mechanisms of cooperation in improvement of output production of oil and gas deposits, deep processing of hydrocarbons and marketing.

Round table session of the project of TAPI gas line will be held. Meetings of members of Turkmen delegations with representatives of foreign companies are also planned.

Having listened to the report, the Head of the State noted that energy policy of Turkmenistan, which has big reserves of hydrocarbons resources, is aimed at comprehensive development of national fuel and energy complex, its diversification and dynamic integration to global energy system. Active cooperation with the states and business circles of the world, which is built on the principles of goodwill and mutual benefit, is one of the main priorities of this strategy.

In this context, important role is given to specialized profile forums held in the country and abroad. Such events present interest for exchange of practice, attraction of investments and new technologies to perspective projects.

The Head of the Turkmenistan made special mention of the importance of TAPI project, which reflects priorities of foreign policy of the country based on the principles of positive neutrality and constructive international initiatives aimed at formation of modern architecture of global energy security, making of conditions for achievement of the Sustainable Development Goals.

Construction of new transnational gas line is a part of energy strategy of Turkmenistan, which provides diversification of export routes of supplies of energy carriers to the world market including to the countries of Southeast Asia. Implementation of such large-scale project will give new impulse to economic development of the states of the region, will support solution of the issues of social, ecological and humanitarian character.

President Gurbanguly Berdimuhamedov noted that industrial development of unique gas deposit Galkynysh, development of fields in Turkmen part of Caspian Sea and coastal zone, search and exploration of new perspective oil and gas fields, construction of oil refinery and gas processing complexes are among current objectives of national fuel and energy complex.

The President of Turkmenistan ordered the Vice-premier to provide high organizational level of forums in Dubai, which are to demonstrate achievements and potential of oil and gas complex of the country, to support establishment of direct business contacts with leading financial, oil and gas companies of the world.

Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev reported on the Draft Resolution on Construction of industrial and production facilities by the Ministry of Industry and Construction Production in 2020 – 2023.

The Vice-premier informed that construction of second phase of Baherden and Lebap cement plans of the State Production Organization Türkmensement is planned for increment of their output production capacity up to 1 million tons of production per year).

In Baherden etrap, Ahal Velayat, it is planned to build the plant for production of ceramic tiles and earthenware, facility for production of 100 tons of glassware per day in Gyoktepe etrap, ceramic dishware plant in Dashoguz. Facility for production of rolled metal items with output capacity of 150,000 tons per year is among the facilities planned for construction.

Summing up the report, the President gave assignments to the Vice-premier for control of realization of large-scale construction programme, fulfilment of plan of construction of industrial facilities in cities and rural areas of the country as well as to take measures for stimulation of investment activity in this sphere. It is necessary to review all subjects of development of architectural and construction projects on systematic and comprehensive basis. It includes ecological planning, engineering and technological analysis of facilities, design and other.

This is the industrial sector, which has to become a locomotive for other branches of national economy, the Head of the State highlighted.

In this context, it is necessary to open modern facilities specialized in processing of rich natural and raw material resources, to increase variety of construction materials, which do not yield to foreign analogues by characteristics, Turkmen leader said.

Having focused on improvement of existing production industrial facilities, the President noted importance of attraction of capabilities of private sector of the economy, which would increase efficiency of work of entire complex.

Continuing the subject, the Head of the State said that big programme of construction and opening of new facilities has been planned on occasion of the 25th neutrality of the country this year. The objectives, which successful solution is to support diversification and dynamic development of national economy, have been set. It is necessary to pay attention to use of modern equipment and new technologies during fulfilment of all planned works, the President highlighted.

Having signed the presented Resolution, President Gurbanguly Berdimuhamedov sent it by electronic document management system to the Vice-premier and gave relative assignments for its execution.

Video conference session was continued with the report of Deputy Chairman of the Cabinet of Ministers B. Ovezov who reported on the measures for modernization of the structures of transport and communication complexes.

Having listened to the report, Turkmen leader stated that composition of transport and communication sector has been completely accomplished. In this context, the Head of the State highlighted the necessity of permanent introduction of new technologies, exchange of practice, useful innovative developments, having noted the currency of dynamic development of all transport spheres and addressed the Vice-premier with specific assignments.

Having pointed out that technological modernization of profile facilities is among priority objectives in development of communication sector, President Gurbanguly Berdimuhamedov requested the Vice-premier to take measures for provision of organized and coordinated work for qualitative service and effective operation of modern equipment.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported o the situation in the branches under his supervision as well as on the draft resolutions on the Ministry of textile Industry and Türkmenhaly State Association.

The Vice-premier informed that Draft Resolution on Türkmenhaly State Association and structures of its central office has been developed.

At the same time, Draft Provision and structure of the central office of the Ministry of textile Industry have been developed in relation with improvement of activity of the ministry.

According to the project, the above-mentioned Ministry will have department of digital technologies. In addition, it is proposed to open department of foreign economic relations, marketing and digital technologies in the structure of Türkmenhaly State Association.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that textile industry is one of the main and powerful branches of national economy. In this context, the President has focused on importance of improvement and modernization of activity of this branch, strengthening of its equipment and facility base.

Having signed the Resolution on approval of Provisions on the Ministry of Textile Industry and Türkmenhaly State Association as well as structures of their central offices, the Head of the State sent it the Vice-premier by electronic document management system, having given specific assignments on their fulfilment.

Having noted that Resolution on financing of the projects, which are implemented by legal entities and individual entrepreneurs, has been signed at the session, the President stated that members of the Union of Industrialists and Entrepreneurs would receive 10 million US dollars according to the document.

According to the Constitution of Turkmenistan, the State promotes and supports entrepreneurship, assists in development of small and medium business, President Gurbanguly Berdimuhamedov continued.

At present time, members of the UIET work in different spheres of national economy including in industry, agriculture, construction, tourism, trade, services, are engaged in various activities demonstrating their best business features. They also take an active part in international events, which supports establishment of beneficial business contacts with foreign partners.

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the situation in the spheres under her supervision and work for improvement of activity of printing mass media. In this context, Draft Resolution on approval of the Chapter of Head Offices of newspapers and magazines, which are founded by the Cabinet of Ministers of Turkmenistan, has been presented to the Head of the State for review.

Summing up the report, President Gurbanguly Berdimuhamedov focused on the main objectives of national mass media, which are to propagate achievements of Turkmenistan , priorities of its home and foreign policy, to highlight important events.

Having signed the Resolution on approval of the Chapters of newspapers and magazines, which are founded by the Cabinet of Ministers, the Head of the State sent it to the Vice-premier by electronic document management system.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on activity in education, science, health protection, sport and youth affairs sphere carried out according to the assignments of the Head of the State. Informing about reforms in the structures under his supervision, the Vice-premier noted that special attention is paid to enhancement and effective use of potential of educational and scientific institutes, which play important role in the process of implementation of digital economy and development of information and communication technologies.

Having listened to the report, the President gave assignments to the vice-premier, which are related to improvement of work as well as study of the best world practice in this field and its wide practical implementation.

Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the Draft Programme of humanitarian aid to the Islamic Republic of Afghanistan by Turkmenistan in 2020 - 2022 developed at the request of the Head of the State.

It was mentioned that Turkmenistan renders comprehensive support in social and economic restoration of the neighbouring country. This is expressed in construction of social facilities including hospitals and schools, in beneficial supplies of electricity, study of afghan students in Turkmen universities. Humanitarian aid is regularly sent from Turkmenistan to Afghanistan.

Special three-year programme, which includes 12 relative activities, has been developed for further support of peaceful development of the neighbouring state. In particular, it is planned to build number of social facilities, to implement humanitarian projects in health protection, to take measures in continuing of cooperation in education sphere.

Having listened to the report, the President of Turkmenistan stated with delight constructive and trustful character of interstate Turkmen – Afghan dialog. Relations between our states have been significantly activated at modern stage.

The President noted that neutral Turkmenistan invariably speaks from the position of regulation of the situation in Afghanistan by exclusively peaceful political and diplomatic measures proposing specific measures aimed at restoration of its economy and social infrastructure. Realization of big infrastructural projects with participation of Afghanistan in such important spheres as energy, transport and communication sector is the main term.

Expressing solidarity with fraternal Afghan people in its desire for peace and harmony, Turkmenistan would continue providing comprehensive support and necessary humanitarian aid, taking active part in the efforts of international community in this direction, the Head of the State highlighted.

Having signed the Resolution on approval of the above-mentioned Programme, President Gurbanguly Berdimuhamedov sent to the Vice-premier, the Foreign Minister, by electronic document management system, having given relative assignments on this regard.

During the session, the Head of the State has also signed the Resolution on Establishment of Interdepartmental Commission for preparation to the assessment of national system of Turkmenistan by Eurasian Group of Counteraction of Money-laundering and Financing of Terrorism. Having sent it to the Deputy Chairman of the Cabinet of Ministers by electronic document management system, the Head of the State requested to take proper measures for fulfilment of provisions of this document.

Speaker of the Mejlis G. Mammedova informed about current activity of National Parliament for improvement of legal base of social economic reforms, intensification of democratic processes and promotion of foreign initiatives of the President of Turkmenistan.

At present time, number of new bills is developed, legal acts requiring amendments and addendums are analysed.

At the same time, deputies of the Mejlis carry out explanatory and propaganda work regarding constitutional reforms.

Information about activity of the Mejlis in the context of realization of social policy, in particular government support of families with many children, maternity and childhood, has been presented.

President Gurbanguly Berdimuhamedov highlighted importance of law-making activity in solution of important objectives aimed at dynamic promotion of social and economic reforms, democratization of society, innovative development of the country and improvement of wellbeing of the nation.

The Head of the State has focused on development of inter-parliamentary relations, giving of systematic character to them, cooperation with international organizations, especially with agencies of the UN.

Necessity of explanation of meaning and importance of constitutional reforms in the country, attraction of public to their discussion has also been highlighted.

After, the report of Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov on the situation of the structures under his supervision, measures for solution of objectives of military and law enforcement agencies has been listened.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that Turkmenistan steadily pursue the policy of peace, goodwill and wide international cooperation.

Having noted that the Resolution on establishment of Interdepartmental Commission for preparation to mutual assessment of national system of Turkmenistan by Eurasian Group of Counteraction against Money-laundering and Financing of Terrorism has been signed, President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of specific orders for provision of control of fulfilment of provisions of this document.

Summing up the session of the Cabinet of Ministers, the Head of the State focused on the utmost objectives of the members of the Government.

The President specified activation of the transit of branches of national economy to digitization among the main vectors of work. Necessity to take efficient measures for acceleration of reforms has been highlighted. The state support of private sector of the economy is also among priorities.

Industrialization and construction have been named among the main directions for the nearest future. Having focused on importance of permanent control of activity of facilities of this sphere, the Head of the State ordered to accelerate the rates of construction of industrial facilities with application of advanced technologies and innovations.

Speaking of expansion of international relations, the President have focused on practical implementation of TAPI and TAP projects, having highlighted that this is another actual measure in realization of energy strategy of Turkmenistan.

Our country pays special attention to expansion of cooperation with the Islamic Republic of Afghanistan. Cooperation between Turkmenistan and Afghanistan in energy sphere gains wider scales, the Head of the State noted.

Other important subjects of the state life, on which relative decisions have been made, were reviewed at the session.
