Offsite session of the state security Council of Turkmenistan

President of Turkmenistan, Supreme Commander of the Armed Forces of the country, Army general Gurbanguly Berdimuhamedov, who arrived on working trip in Balkan Velayat, held offsite session of the State Security Council. Outcomes of work performed by military and law enforcement agencies for four months of the year have been reviewed and future objectives have been set at the session.
Early in the morning, helicopter of the Head of Turkmenistan has landed at the place of offsite session of the State Security Council.
The Supreme Commander of the Armed Forces of the country was greeted by heads of military and law enforcement agencies. Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov reported to the President of Turkmenistan.
Having inspected ships of the Navy, the Supreme Commander of the Amred Forces stated with delight that the coast of our independent neutral Turkmenistan are in reliable hands. High defensive capability and combat force of the Navy of the country are to be enhanced by high spirit of marine personnel.
Having noted the necessity of comprehensive strengthening of the status of Caspian Sea as a sea of friendship and good neighbourliness, the Head of the State ordered to provide peace at maritime and land borders.
After, Supreme Commander of the Armed Forces of the country, Army General Gurbanguly Berdimuhamedov held offsite session of the State Security Council.
First, Defence Minister B. Gundogdiyev reported on work carried out from the beginning of the year in military divisions. Information about spring enrolment of citizens to mandatory military service has been presented.
Having highlighted the importance of further modernization of activity of these structures, the President of Turkmenistan outlined rearmament of the Military Forces with new military and specialized equipment among current objectives of national defence. In this regard, the focus was made on the necessity of improvement of combat skills of military personnel.
Having noted that political, educational, scientific and technical work has to be combined in profile educational institutes, the Head of the State addressed the Minister with relative directions.
Minister of Interior M. Chakiyev reported on the results of work of departments under his command for the period under review.
Having focused on the main vectors of activity of the Ministry of Interior, Supreme Commander of the Armed Forces of the country Gurbanguly Berdimuhamedov pointed out the importance of control of the situation in the structures of the Ministry.
The Head of the Ministry of Interior was ordered to introduce digital technologies and advanced practice into protection of public order and improvement of work of relative structures on sites.
Head of the state Border Guard Service Sh. Durdiyev reported on activity carried out for the period under review, modernization of buildings and facilities of frontier outposts, implementation of advance equipment into the work of the Service.
Having focused on the necessity of further improvement of service and life conditions of border guard personnel and improvement of their professional level, the President of Turkmenistan ordered to hold fulfilment of objectives of the Service under control.
Prosecutor General B. Atdayev reported on the outcomes of work for control of activity of the ministries and profile departments in January – April.
Protection of constitutional rights of the citizens is one of important missions of personnel of the system, the President of Turkmenistan said, having ordered to carry out activities for improvement of legal awareness of Turkmenistan citizens on regular basis.
Minister of National Security G. Annayev reported to the Head of the State on the situation in structural divisions.
Having listened to the report, the Supreme Commander of the Armed Forces of the country focused on importance of coordinated work with other military and law enforcement agencies in defence of constitutional order of the country, provision of public stability and in counteracting of modern challenges.
In this context, implementation of advanced practice in profile sphere, study of the latest technical development and their skilful application have been specified among important requirements. At the same time, the Head of Turkmenistan ordered to increase professional level and improve political awareness of personnel.
Chairman of the Supreme Court G. Halliyev reported on the results of activity for four months of the year.
Personnel of this sphere has big responsibilities, President Gurbanguly Berdimuhamedov highlighted, having focused on priority directions of work of this structure. It is necessary to strictly comply with rights and freedoms of Turkmenistan citizens during each court case, the Leader of the Nation continued, having requested to proceed with judicial trials in strict compliance with existing standards of national legislation and international law.
It is necessary to hold under control the provision of proper level of court cases, the Head of Turkmenistan highlighted, having addressed the Chairman of the Supreme Court with number of specific assignments.
Minister of Justice B. Muhammedov reported on work from the beginning of the year for development of legislation.
Having listened to the report, the Head of the State focused on the necessity of supplementing of national legal framework with new legal acts meeting time requirements. Detailed development of legal acts has to be carried out in close cooperation with the Mejlis and other structures.
Further, Chairman of the State Customs Service M. Hudaykuliyev reported on work carried out for four months of the year.
Objectives of the structure receive new importance according to fundamental reforms implemented in the last several years, President Gurbanguly Berdimuhamedov highlighted. Such functions as support to expansion of foreign trade relations, provision of economic security of the country, compliance with law in this sphere are among the main objectives of the Service, the Head of the State noted, having addressed the Head of the Customs with number of assignments.
Chairman of the State Migration Service M. Gurdov reported on work carried out in January – April for provision of improvement of activity of his structure.
Having listened to the report, the Supreme Commander of the country noted that coordination of activity of the government authorities and other legal entities for regulation of migration issues, protection of national interests of Turkmenistan in this sphere are among priority vectors.
Further, Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov reported on activity of the structures under his supervision in January – April this year.
Measures taken for strengthening of equipment and facility base of security forces, organization of their work according to time requirements, for making of conditions of improvement of social and life level as well as enhancement of professional level of military personnel were separate subjects of the report.
Having listened to the report, the Head of the State specified strengthening of sovereignty, constitutional order, territorial integrity of the country, protection of economic interests, prevention of global modern threats among the utmost objectives.
Successfully implementing defensive military doctrine, our state would continue paying utmost attention to provision of all military forces with advanced technical resources, the President of Turkmenistan noted.
Summing up the outcomes of the session, Turkmen leader noted that measures for improvement of service and life conditions of military personnel and their families would be continued together with reforms in this sphere.
