Objectives of the development of all spheres of the state life are outlined at the session of the Cabinet of Ministers

On 19 January 2018, President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where current issues of the state policy as well as the drafts of number of documents were reviewed.

Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on the preparation of the Plan of Social and Economic Indicators of the ministries and department of Turkmensitan and Working Pland of financial, economic and banking spheres for 2018.

Having listened to the report, President Gurbanguly Berdimuhamedov pointed out the necessity of taking targeted, deliberate measures for the improvement of economic power of the country. The Head of the State outlined the provision of macroeconomic stability, stimulation of the competition under market economy conditions and improvement of investment activity among the key objectives. Continuing the subject, Turkmen leader made special mention of the importance of further improvement of the activity of financial, economic and banking sectors, statistics institutions and standardization systems.

Having highlighted the importance of wide implementation of advanced international practice in these fields, modernization of existing legal and regulatory base, the President of Turkmenistan approved the plans.

Deputy Chairman of the Cabinet of Ministers O. Gurbannazarov presented Draft Work Plans of trade complex and Ahal Velayat for current year as well as reported on the preparation of International Exhibition of industrial productions, equipment and modern technologies on January 31 – February 2.

Concerning to coming international review, the Vice-premier informed that it is planned t be held at the Trade and Industrial Chamber of the country. At present moment, the applications for participation were submitted by the representatives of foreign companies as well as enterprises and establishments of the ministries and departments of our country and the members of the Union of Industrialists and Entrepreneurs. Technology equipment, construction materials, automobile transport, technical aids for chemical, energy, oil and gas and food industry will be demonstrated at the exhibition. Companies producing household equipment and the equipment for textile industry, health protection, involved in science and space technologies, in transport and logistics branches, providing trade services and consultancy will present their achievements.

Having approved presented plans, President Gurbanguly Berdimuhamedov focused on the objectives for the formation of modern trade infrastructure of the country and requested the Vice-premier to hold under control steadfast construction of new shopping centres in the capital and the velayats and to continue efficient measures for provision of the population with high quality goods and quality. Turkmen leader highlighted that the realization of the State programmes on increment of the export volumes and on import substitution. In this regard, the Head of the State pointed out the necessity of further support of the entrepreneurship.

Having noted the importance of coming international exhibition, which is to introduce advanced technologies in different spheres to the visitors, the President highlighted that it would support the expansion of beneficial dialog and exchange of experience in implementation of the innovations, establishment of partners’ contacts between domestic and foreign manufacturers. In this regard, the Head of the State requested the Vice-premier to provide high organizational level of International Exhibition of industrial production, equipment and modern technologies.

Deputy Chairman of the Cabinet of Ministers M. Babayev reported on the Work Plan of oil and gas complex for 2018 developed by the order of the Head of the State. The main technical and economic indices on natural and associated gas production, export of gas, oil and gas condensate production, processing of hydrocarbon materials, gasoline production and other, were presented.

Information about the Plan of Social and Economic Development of Mary Velayat in 2018 was given.

Having generally approved the document, President Gurbanguly Berdimuhamedov requested the management of fuel and energy complex to involve all existing reserves for the increment of production and processing of oil and gas, production of petrochemicals demanded in the world markets, consolidation of material base of oil and gas sphere, rapid development of new hydrocarbon fields opened in the country.

In his report, Deputy Chairman of the Cabinet of Ministers informed about the investments made the Saudi Development Fund according to the agreements reached during official visit of the President of Turkmenistan to the Kingdom of Saudi Arabia in May 2016.

The President sated with delight steadfast dynamics of the realization of TAPI project, which implementation is very important in formation of new architecture of global energy security and making of the conditions for universal sustainable development.

President Gurbanguly Berdimuhamedov noted that the construction of TAPI gas line providing long-term supplies of natural gas to the largest countries of South East Asia will give strong impulse to economic development of the region.

The investments given by the Saudi Development Fund indicate great interest of foreign investors, who highly access the relevance and potential of this project, its profitability and cost recovery, in TAPI gas line. The open doors policy of our country, stability of national economy and presence of favourable investment climate in the country are positive factors there.

Turkmenistan and Saudi Arabia are among the countries having colossal reserves of natural resources what makes favourable conditions for the expansion of interstate cooperation both in fuel and energy sphere and in other branches, the Head of the State said.

After, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal works at agricultural fields of the country. It was noted that necessary agrotechnical activities for care of winter crops including vegetation irrigation of the springs, mineral and organic fertilizing are carried out.

The Vice-premier also reported on the Work Plans of the ministries and departments of agricultural sphere and the Plans for social and economic development of Dashoguz Velayat in 2018.

These documents elaborated with the account of priority directions of the branch development stipulate the realization of the complex of activities like improvement of agricultural crop production, rational use of land and water resources, wide implementation of advanced technologies and scientific methods, construction of new production facilities specialized in industrial processing of agricultural production, development of livestock farming and horse-breeding, further increment of export volumes, environment protection as well as consolidation of legal base of agrarian complex.

Working programme for Dashoguz Velayat is to give strong impulse to economic development of the region, to provide the growth of indicators in production sphere and opening of new social facilities.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted the importance of further realization of integrated programme of the reformation of agricultural complex. The Head of the State noted that utmost attention is to be paid to the improvement of profitability of all branches of agriculture and farmers associations and to attraction of the representative of private enterprises to agrarian sector.

After, Deputy Chairman of the Cabinet of Ministers M. Aydogdiyev reported on the Work Plans of the ministries and departments of industrial complex and Lebap Velayat for 2018 as well as made the proposal on merging of professional holidays of carpet and textile personnel.

The Vice-premier also informed that it is planned to organize international exhibitions of carpet and textile branches on occasion of professional holidays next year. For improvement of the activity of these sectors, it was suggested to observe Turkmen Carpet Holiday and the Day of Textile Industry Personnel on one remarkable date as the Day of Turkmen Carpet and Textile Industry Personnel.

Having listened to the report, President Gurbanguly Berdimuhamedov noted the necessity of continual realization of adopted programmes of development of industrial branches aimed at the improvement of production potential, modernization of the infrastructure based on the implementation off advanced technologies and developments. Abundance of local market with high quality good of own production replacing foreign analogues and increment of the production volumes of export competitive goods are the priority objectives in the sphere, the Head of the State said, having requested to provide the realization of the [planned measures for the increment of the growth rates and further balanced development of all its segments including electronic industry.

President Gurbanguly noted the reasonability of the celebration of the Day of Turkmen Carpet and Textile Industry Personnel in May.

Deputy Chairman of the Cabinet of Ministers D. Amangeldieyv who spoke after, reported on the elaboration of the Work Plans of construction, energy and municipal services complexes as well as the City Administration of Ashgabat for 2018.

Having listened to the information, the Head of the State noted the importance of the objectives of these branches. It was highlighted that it is necessary to continue the work for making Turkmen capital one of the most beautiful and comfortable cities of the world where all conditions for life and recreation of people are made.

Deputy Chairman of the Cabinet of Ministers B. Annameredov made report on the preparation of the Work Plans of transport and communication complex and Balkan Velayat for 2018. It was also reported on the measures for advertisement of the capabilities of Turkmenbashy International Seaport.

It was noted that as the result of integrated measures undertaken in transport sector, relative infrastructure is expanded and advanced technologies are actively implemented.

The Vice-premier also informed about the measures for the improvement of quality and culture of passenger service in all types of transport according to the assignments set by the Head of the State.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted the urgency of the improvement of organizational methods in the work of transport and communication, provision of the technical fleet with specialized equipment and provision of modern hardware what is integral condition of the establishment of Turkmenistan as international centre of transit and transport communications.

The President approved the Work Plans and addressed the Vice-premier with the assignments on their fulfilment.

Active construction of new Turkmenbashy International Seaport has special importance, the Head of Turkmen State said. Having noted that in near future, the sea gate connecting Central Asia with Europe would be the biggest logistic and distribution centre of the region, the President gave number of instructions for the advertisement of the port capabilities to the Vice-premier.

Deputy Chairman of the Cabinet of Ministers A. Garajayev reported in the Work Plan of cultural sphere in 2018, which is aimed at the solution of the objectives set by the President of Turkmenistan for integrated development of culture and mass media.

The document stipulates specific measures for the popularization of national culture and arts, improvement of museums and libraries, activity of mass media including on improvement of quality, content and artistic performance of TV and radio programmes and news.

The President of Turkmenistan highlighted the importance of this work taking into account advanced world achievements. The Head of the State outlined the work on popularization of national heritage, preparation and conduct of international cultural events that have especial reasonability in the light of the slogan of 2018 “Turkmenistan – the Heart of the Great Silk Road” among the main objectives. At the same time, it was highlighted that special emphasis shall be laid on the improvement of the quality of information and programmes broadcasted by TV and radio channels.

President Gurbanguly Berdimuhamedov also pointed out the necessity of making of the movies reflecting the semantic content of the slogan of the year “Turkmenistan – the Heart of the Great Silk Road”, having given specific assignments to the Vice-premier in this account.

Deputy Chairman of the Cabinet of Ministers S. Toyliyev made report on the Work Plans for current years for science, education, health protection, sport, archive and non-government organizations spheres.

The Vice-premier reported that priority objectives of adopted documents and programmes aimed at the fulfilment of the assignments given by the Head of the States were defined.

For these purposes, it is planned to implement actual measures for further improvement of national scientific and educational system, health protection and medical industry, comprehensive modernization of profile infrastructure.

Having highlighted that development of the above-mentioned spheres is one of the key vectors of the state policy of Turkmenistan, President Gurbanguly Berdimuhamedov noted the significance of the reforms in this direction, which are to bring national education, science, health protection and sport to new level.

Summing up the report, the President approved the Work Plans, having requested to provide their fulfilment and timely solution of related issues.

After, the floor was given to Deputy Chairman of the Cabinet of Ministers, Foreign Minister r. Meredov who reported on the Draft Work Plan of the Foreign Ministry for current year developed on the basis of the Concept of Foreign course of neutral Turkmensitan in 2017 – 2023 and on the assignments given by the Head of the State earlier.

Summing up the report President Gurbanguly Berdimuhamedov highlighted invariable commitment of neutral Turkmenistan to creative strategy aimed at the consolidation and expansion of fruitful relations with all interested foreign partners both in bilateral and multilateral formats.

Speaking of this, the Head of the State approved the Work Plan of the Foreign Ministry for 2018 and gave relative instructions.

Continuing the report, the Vice-premier, the Head of the MFA reported on the outcomes of working visits of Turkmenistan delegation to the Islamic Republic of Pakistan and the Republic of India.

It was informed that the agenda of Turkmen – Pakistani political and economic consultations held on January 15 included the subjects of interstate cooperation in priority directions including the outcomes of the activity of bilateral Interstate Committee. Activation of international and regional collaboration was the subject of interesting exchange of the opinions. Special attention was paid to the realization of joint projects in the construction of transnational gas line Turkmenistan – Afghanistan – Pakistan – India and fibre optic and power lines Turkmenistan – Afghanistan – Pakistan.

The Agreement between the Government of Turkmenistan and the Government of the Islamic Republic of Pakistan on cancelation of visa requirements for the holders of diplomatic passports was signed by the outcomes of the working visit.

Bilateral Foreign Ministers level meeting on wide spectrum of the subjects of interstate cooperation that has considerable potential for further expansion of fruitful relations was held during the working visit of Turkmenistan delegation to New Delhi (the Republic of India) on January 16.

Focusing on the subject of traditionally friendly Turkmen – Pakistani and Turkmen – Indian relations that are successfully developed on multilateral basis as well, President Gurbanguly Berdimuhamedov highlighted that joint large-scale TAPI gas line construction project, which importance is not limited by regional borders, is remarkable event in the history.

Having noted that neutral Turkmenistan would continue to consolidate and expand the cooperation with Pakistan and India and generally with all neighbouring countries in Asian region, the President addressed the Vice-premier with specific assignments on efficient realization of existing capabilities for the diversification of beneficial partnership.

Chairperson of the Mejlis A. Nurberdiyeva informed about current activity of the Parliament for further modernization of national legislation, legal provision of social, economic and democratic reforms in the country. In this regard, she informed about the participation of Turkmen delegation in the Conference of Muslim women parliamentarians of the Parliamentary Assembly of the Islamic Cooperation Organization as well as in the 13th session of this international structure held in Tehran (the Islamic Republic of Iran).

Having listened to the information, President Gurbanguly Berdimuhamedov highlighted that systematic improvement of legislation and regulatory base is integral factor of steadfast progress of our country. Having focused the attention on the subjects of international cooperation including inter-parliamentary collaboration, the Head of State highlighted that this direction is important component of interstate dialog.

Some other matters of the state life, on which relative decision were made, have been reviewed at the session of the Government.
