Session of the Cabinet of Ministers of Turkmenistan
President Gurbanguly Berdimuhamedov held video conference session of the Cabinet of Ministers where priority issues of the state life have been discussed.
Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers G. Mushikov who reported on work in establishments of the sphere under his supervision. In particular, the report on practical measures for improvement of insurance activity and update of normative and legal acts regulating this direction as well as introduction of advanced practice.
According to the Provisions of Air Code, Code of Merchant Shipping, Laws on Motor Transport, on Railroad Transport and on Insurance, new edition of the Provision on Mandatory State Insurance of passengers of all modes of transport and personnel of transport complex has been developed with participation of number of ministers and profile departments.
The draft document takes into consideration special features of national economy. The terms has been brought into accordance with new legislation; specific cases and provisions for provision of insurance coverage of passengers of all modes of transport and personnel of transport sphere.
In this regard, Draft Resolution on Mandatory State Individual Insurance of Passengers of all Modes of Transport, Crew Members of Air, Maritime, River and Motor Transport and Personnel of Railroad Transport and Order on Recognition of some of the parts of Presidential Decree no. 1646 from September 27, 1995 as having lost force has been presented to the President for review.
Having listened to the report, the Head of the State noted that improvement of insurance activity and organization of work of this sector according to time realities is among priority vectors of the government policy. Having signed presented relative documents, the President have sent it to the Vice-premier by electronic document management system and ordered to hold fulfilment of objectives outlined in this direction under control.
Further, Deputy Chairman of the Cabinet of Ministers has reported on integrated measures for dynamic development of all branches, efficient management of the state property, privatization and reformation of them into joint ventures, increment of share of private sector in the structure of national economy.
It was informed that at present time, the work for organization of work of security markets on proper level, improvement of activity of banking institutes and staged reformation of them into joint ventures is carried out.
Implemented measures are in line with objectives outlined in the Programme of social and economic development of the country in 2019 – 2025 and the State Programme of development of banking sphere in 2011 – 2030.
Based on the results of analysis conducted by the Ministry of Finances and Economy together with Central Bank, the proposal on change of organization and legal structure of the State Commercial Bank Halkbank into Open Joint Stock Venture has been presented to the President of country.
Summing up the report, Head of the State Gurbanguly Berdimuhamedov noted that measures for further development of credit facilities of the country are to make positive effect on improvement of investment potential of the banks, strengthening of financial base, improvement of banking control, expansion of volumes of relative operations.
Having approved the proposal on reformation of the State Commercial Bank Halkbank into Open Joint Stock Venture, the President of Turkmenistan ordered the Vice-premier to complete planned work in set timescale and to think over the subjects of change of organizational and legal structure of some state banks.
Video conference session has been continued with the report of Deputy Chairman of the Cabinet of Ministers M. Meredov who reported on the situation in various sectors of oil and gas complex, modernization of infrastructure of facilities, increment of volume of petrochemical production.
Draft Resolution, according to which it is planned to procure pump equipment and spare parts for technological facilities of Turkmenbashy Refinery Complex. It includes units for production of high-octane gasoline and its components, lubricating oils as well as bitumen from Seydi Refinery.
Summing up the report, President Gurbanguly Berdimuhamedov has pointed out the importance of wide use of innovative technologies in fuel and energy complex, expansion of beneficial international cooperation with leading oil and gas companies, attraction of foreign investments.
Having signed the Resolution on Procurement of pumps and spare parts by Turkmenbashy Refinery Complex, the President of Turkmenistan sent it to the Vice-premier by electronic document management system, having given relative instructions.
Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on sowing of wheat and cotton harvest in the regions of the country.
It was reported that measures have been taken for timely completion of sowing campaign including the provision of uninterrupted work of agricultural equipment, provision of high-quality seeding material as well as vegetation irrigation of emerged crops at the fields.
Ahal, Balkan, Lebap and Mary regions has started the cotton picking in organized manner while preparation to the harvest is continued in Dashoguz Region.
Summing up the report, the President of Turkmenistan has pointed out on subjects related to efficient operation of high-productive agricultural equipment, which is procured for agricultural complex of the country.
Together with professional skills and experience, electronic equipment of modern cotton pickers requires special knowledge including the basis of informational science, the Head of the State said, having given number of orders regarding improvement of educational system, training and upgrade of skills of personnel of agricultural sphere.
The President has requested to enforce the control of the State Land Cadaster, timely inclusion of information about land that is given to owners and tenants and other information related to rational use and protection of land resources.
The vice-premier has received certain assignments regarding organized cotton harvest campaign, on application of scientific methods of wheat cultivation and increment of production of these crops. The President has demanded to provide further steadfast development of livestock sphere including in private sector.
Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on measures for increment of production of construction materials, having informed in construction of facility for production of sound and thermal insulation materials from fine basalt fiber and mineral wool in Jebel settlement, Balkanabat, Balkan Region.
This facility will be built in accordance with the Resolution of the President of Turkmenistan from February 20, 2020 on Construction of industrial and production facilities of the Ministry of Industry and Construction Production of Turkmenistan in 2020 – 2023.
For fulfilment of set objectives, it is proposed to locate the facility for production of sound and thermal insulating materials in in the building of the workshop for production of wall materials, which was initially repaired.
International tender has been exercised for procurement and installation of technological equipment and the winner has been selected by the result of the tender.
Having listened to the report, President Gurbanguly Berdimuhamedov made special mention of importance paid these days to expansion of production capacity of national construction industry. Modernized existing and new facilities of the industry, which are under construction at present, are to satisfy requirements of local market in quality and available production.
The Head of the State has noted that making bet on innovative development, Turkmenistan is interested in attraction of the best world practice and modern advanced technologies, which foreign companies have. Having ordered to activate works in this direction, the President addressed the Vice-premier with specific instructions.
Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on modernization of activity of the complex under his supervision.
The Vice-premier has reported to President Gurbanguly Berdimuhamedov that work for expansion of merchant fleet of the country, protection of Caspian Sea environment, strengthening of normative and legal base of the industry is carried out at present.
Several modern vessels have been bought and put into operation for improvement of competiveness of national merchant fleet as well as for implementation of innovative projects of water transport. Measures for provision of operation of Turkmenbashy International Seaport, which is provided with modern equipment and advanced technologies, in full capacity are taken.
Relative work for increment of number of International Classification Societies is carried out for enhancement of safety of maritime transportation and organization of their work according to international standards. Continuing the report, the Vice-premier has reported on further measures for digitization of the sphere.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the importance of bringing of Turkmenbashy International Seaport to full operational capacity for Central Asia and Caspian Region. It will result in strategic changes in logistic chains of continental cargo traffic, where Turkmen cargo terminals will be important hubs as the most optimum for shortest and most beneficial routes.
There are objectives for establishment of electronic registration of cargo arrival and departure from the port, automatic loading and offloading, study of subjects of expansion of national maritime merchant fleet and opening of new international routes under realization of the Programme of development of transport and communication complex until 2025.
It is necessary to accelerate the rates of formation of powerful merchant fleet, for which it is necessary to provide safety of maritime transportation, Turkmen leader highlighted, having requested the Vice-premier to put all efforts for implementation of the plans.
Having highlighted the issues of digital transformation of communication complex, the head of the State demanded to accelerate the rates of works in this direction, having given number of specific instructions.
During the session, the President of Turkmenistan has reprimanded B. Ovezov for unsatisfactory performance of his duties and loss of control of activity of profile facilities under his supervision.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on preparation to the Exhibition of Economic Achievements of Turkmenistan and to scientific and practical conference timed to the 29th anniversary of independence of the country as well as on opening of textile production shops in Ashgabat.
The Vice-premier has reported that more than 70 expositional displays demonstrating success of the country in all spheres, versatile capability of national economy and growth of its branches represented by government and private facilities would be exhibited.
It is also planned to conduct "Digital Economy – Important Direction of Economic Growth" scientific and practical conference.
It was informed about opening of specialized shops of the Ministry of Textile Industry in Ashgabat, which would present wide selection of eco-friendly and high-quality textile production, which is on stable demand both in local and foreign markets.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that fundamental changes have occurred in all branches of national economy, large-scale work has been made and big success has been achieved. Today, Turkmenistan has received wide world recognition as a rapidly developing state relying on high technologies, where major projects and constructive initiatives are successfully implemented, the Head of the State highlighted and gave instruction on provision of high level of planned forums.
Coming over to the subject of opening of new shops, the President of the country has noted that due to modernization and technical rearmament of production base of textile industry, variety of readymade goods, which meet international quality and ecological safety standards, thus confidently replacing imported production, is steadily increased.
Relative advertisement of national products, which have become famous in the last years, is required for active promotion of textile commodities. National fashion designers have to focus on seasonal requirements of the population while making production lines of fashion world trends, Turkmen leader pointed out
President Gurbanguly Berdimuhamedov has given specific instructions on training of qualified specialists for the industry as well as for organization of trade and making of conditions for convenience of customers.
Deputy Chairperson of the Cabinet of Ministers M. Mammedova has reported on activity for organization of virtual tours around museums of the country, electronic database of museum artefacts as well as official websites of big museums of the country, in which electronic tickets sale service is introduced, has been made.
Test of the first video of the project of virtual museum, which was developed by Turkmen specialists based on study of the world practice, has been prepared and conducted in two exhibition halls of the State Museum of the State Cultural Centre.
Having informed in details about technologies used in the process of implementation of Virtual Museum project, the Vice-premier said that that its launch is planned on the threshold of celebration of 25th anniversary of the status of permanent neutrality of Turkmenistan.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted importance of implementation of digital technologies for popularization of rich cultural heritage of the country. Implementation of Virtual Museum project and organization of virtual tourism in general will increase number of visitors to our cultural centres.
Having noted the necessity to continue attracting modern technologies in organization of work of cultural facilities, the Head of the State gave specific instructions to Vice-premeir.
Further, the Vice-premier has reported about archeological findings discovered in Ashgabat during excavation works.
Thus, the shards of ancient jugs have been found on 3-meter depth. In the result of comprehensive study of the territory, specialists of National Department for Protection, Study and Restoration of Historical and Cultural Monuments have found three ceramic amphorae, which were located two meter lower of current level.
Initial study of the findings has found out that the amphorae belong to Parthian Age (III BC – III AC). The height of the jugs is one meter and diameter is 60 cm. Features of Parthian Age have been discovered in production of the amphorae.
Having focused on new artefacts found in Ashgabat, the President highlighted that they would supplement the information of scientists and historians about the stages of establishment of Turkmen capital and ordered to make a presentation of the findings after identification, study and restoration, having presented it to wide public and after, to hand over to the museums of the country.
Deputy Chairman of the Cabinet of Ministers P. Agamyradov has reported on fulfilment of assignments, having presented the Draft Government Programme of integrated development of chemical science and technologies in 2021 – 2025, which was developed by relative ministries and profile departments, to Head of the state Gurbanguly Berdimuhamedov for review.
In the next years, it is planned to develop innovative technologies of production of eco-friendly, energy saving import substitutive good and commodities competitive in the world markets based on chemical science.
Special attention will be paid to expansion of cooperation and international relations between scientific and research facilities, acceleration of rates of scientific and research works in chemical sphere and provision of interrelation of science, education and production. Results of scientific researches will be actively introduced to development of all spheres of the economy owing to enhancement of role of chemistry.
Having focused on exclusive importance paid to integrated development of national chemical science and changing of scientific studies held in this sphere into practical work, the President ordered the Vice-premier to provide control of works in this direction.
The utmost attention has to be paid to training of young scientists, establishment of beneficial international cooperation with famous scientific and research centers of the planet as well as to development of advanced technologies required in modern conditions.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov has reported on measures for promotion of transport diplomacy of Turkmenistan.
It was mentioned that Resolutions on sustainable transport system have been adopted by the United Nations General Assembly at the initiative of the President of Turkmenistan in 2014, 2015 and 2017 and the first Global Conference on this subjects has been held in Ashgabat in November 2016.
It is planned to hold the events on further development of cooperation in transport diplomacy in the nearest future. Thus, the necessity of establishment of international legal instrument providing stable operation of international transport infrastructure appears due to current situation in the world caused by new infectious disease.
In this regard, draft of special Resolution of the United Nations General Assembly, which is planned to be reviewed at the next session, has been developed based on the initiative of President Gurbanguly Berdimuhamedov.
Current subjects of partnership in transport section will be brought to the agenda of International Ministerial Conference of developing countries with no access to sea, which is planned to be held in Turkmenistan together with the UN in 2021.
Strengthening of cooperation with regional UN commissions including European Economic Commission (EEC) and Economic and Social Commission for Asian and Pacific Region is very important. It is planned to hold Regional high level dialog dedicated to transport problems together with the above-mentioned structures on September 29, 2020.
Actual measures are also taken for strengthening of legal base for further efficient cooperation with foreign partners in this direction. Thus, the Resolutions on ratification of 6 international documents on transport matters have been adopted at regular session of National Parliament on August 22 this year.
In this regard, the Vice-premier, head of the Foreign Ministry, has made a proposal on joining of Turkmenistan to international Convention of facilitation and harmonization of customs procedures (The Kyoto Convention), which would support the expansion of beneficial cooperation.
Fruitful cooperation with the UN specialized agencies is carried out under digitization of transport segment of national economy. Project of the UN Development Programme on introduction of integrated informational customs system ASYCUDA WORLD is implemented in this sphere.
In this aspect, the Draft Memorandum on staged implementation of Single Window project in export and import operations has been developed by relative establishments of Turkmenistan together with the UNDP and United Nations Conference for Trade and Development.
Following the proposals made by President Gurbanguly Berdimuhamedov during trilateral meeting with the Presidents of the Islamic Republic of Afghanistan and the Republic of Azerbaijan on July 2, measures are taken for implementation of joint project of Afghanistan – Turkmenistan – Azerbaijan – Georgia – Turkey international transport and transit corridor.
In particular, trilateral Interdepartmental Commission for development of cooperation in transport and communication sphere has been established. Working groups in number of profile directions have been formed and meetings have been held under its framework.
Summing up the report, the President noted that optimization of international cooperation in transport and communication sector is one of integral factors of achievement of Sustainable Development Goals. Having significant potential in this strategic sphere, Turkmenistan invariably stands for development of efficient and coordinated approaches to multilateral partnership.
In this aspect, transport diplomacy, where our country has initiative position making specific proposals including proposals for consolidation of common efforts under the aegis of the United Nations, received grater currency and requirement.
The Head of the State highlighted that today, transport section is among the main and determining vectors of the world development. Formation of multimodal, integrated, high technological transport and logistic infrastructure is objective requirement of the present.
Having noted that active transport strategy of neutral Turkmenistan, which is targeted on long-term perceptiveness, finds wide support of the UN and gives results, Turkmen leader approved given proposals.
Further, the floor was given to Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council CH. Amanov, who reported on activity of military and law enforcement agencies of the country, implementation of integrated military reform initiated by the President of Turkmenistan, modernization of equipment and facility base of security forces.
Having listened to the report, the Head of the State noted that being a sovereign state, Turkmenistan implements changes for rearmament of the Armed Forces with modern equipment and for strengthening of personnel potential based on defensive military doctrine.
Having focused on the necessity of further improvement of activity of security forces, education of younger generation in the spirit of patriotism and faith to sacred military duty, the President of the country addressed the Vice-premier, Secretary of the State Security Council with specific instructions.
Chairperson of the Mejlis G. Mammedova has informed about activity of National Parliament for improvement of legislative base of the country.
Deputies of the Mejlis carry out educational and propaganda activity among the population for explanation of historical importance of the People’s Council, further democratization of Turkmen society and fulfilment of objectives in this sphere.
Developing international relations, the deputies participate in various activities including forums held in online format with the UN Permanent Coordinator in Turkmenistan and Foreign Ministry of our country.
Speaking of preparation to the session of the People’s Council, the President of Turkmenistan has ordered to provide all conditions for its high-level organization.
Further, the Head of the State has focused on coming session of the People’s Council and celebration of Independence Day. It is important to provide high level of these remarkable events in social and political life of the state, the President highlighted, having addressed relative officials with number of instructions.
Other current subject, on which relative decisions were taken, have been reviewed at the session of the Cabinet of Ministers.
Finishing video conference session the Government, President Gurbanguly Berdimuhamedov wished strong health, family wealth ad success in work to the participants of the session.
